France: Mon espace santé and the DMP, explained for developers and clinics

Mon espace santé is France's national personal health space, opened by default since 2022. What it contains (the DMP record, secure messaging, a catalogue of referenced apps), how professionals feed it, the INS identity, the CI-SIS interoperability framework, the Ségur programme, HDS hosting, and how an app gets referenced.

Short answer: Mon espace santé is France's national digital health space, created by default for every person covered by French health insurance since February 2022 (opt-out), operated by the Caisse nationale de l'Assurance Maladie with the Agence du Numérique en Santé (ANS). It contains the Dossier Médical Partagé (DMP), the national shared record of documents and data; a secure messaging inbox linked to the professionals' MSSanté network; a health agenda; and a catalogue of apps and services that have been referenced by the state and can exchange data with the space. Professionals feed it from their software through the DMP APIs, identified with Pro Santé Connect, and every record is keyed to the INS, the national health identity. Software that hosts French health data must use an HDS-certified host.

What is in Mon espace santé

France's Mon espace santé contains the Dossier Médical Partagé (DMP) with discharge summaries, reports, prescriptions, lab and imaging results, medication history and vaccination data; a secure MSSanté mailbox for messages from professionals; a health agenda and a medical profile the person fills in; and a catalogue of state-referenced apps that can exchange data with the space.

  • The DMP: discharge summaries, reports, prescriptions, lab results, imaging reports, the medication history from reimbursement data, vaccination data, a Volet de Synthèse Médicale (the GP's summary), and documents the person uploads. Documents are CDA-wrapped (header plus PDF or structured body) and indexed with the CI-SIS metadata.
  • Messaging: a citizen mailbox on the MSSanté network, so a professional can send a document or a message securely to the patient.
  • Agenda and a medical profile the person fills in (allergies, treatments, contacts).
  • Referenced services: apps that passed the state's referencing can, with the person's consent, read from and write to the space; the catalogue is where patients find them.

How professionals feed it

French health professionals feed Mon espace santé automatically from their practice, hospital, laboratory, radiology and pharmacy software, which the Ségur du numérique en santé programme funded to meet ANS requirements: sending defined document types to the DMP, using MSSanté messaging, identifying patients with the INS and authenticating with Pro Santé Connect. Vendors that pass earn Ségur referencing.

Every piece of software used in care (practice systems, hospital systems, laboratory and radiology systems, pharmacies) was brought to the DMP through the Ségur du numérique en santé programme (2021 onwards), which funded vendors to implement a defined set of requirements per software type in "waves": feed the DMP automatically with defined document types, send documents by MSSanté, use the INS, authenticate with Pro Santé Connect. The requirements are the référentiels d'exigences published by ANS; passing them earns the Ségur referencing that triggers the state funding.

The standards: CI-SIS and the INS

France's health data exchange rests on two foundations: CI-SIS, the ANS interoperability framework that defines CDA document templates, IHE XDS metadata, terminology bindings and FHIR profiles for Mon espace santé and the DMP, and the INS, the national health identity that every piece of health data must carry, verified through the INSi teleservice and qualified with an identity document.

The Cadre d'Interopérabilité des Systèmes d'Information de Santé (CI-SIS) is ANS's interoperability framework: document metadata and transport based on IHE XDS, CDA document templates for each content type (lab report, discharge letter, imaging report, patient summary, vaccination), terminology bindings (LOINC, SNOMED CT through the national terminology server, CIM-10 for diagnoses, CIP/UCD for medicines), and an increasing set of FHIR profiles (the French FHIR core on Interop'Santé and ANS's own IGs) for structured exchange and APIs.

The INS (Identité Nationale de Santé) is mandatory for referencing health data: the person's national identifier (the NIR or NIA) plus the five identity traits, verified against the national reference through the INSi teleservice, and qualified by a procedure that requires an identity document. Software must handle the INS status (provisional, retrieved, validated, qualified) and only exchange with a qualified INS.

Hosting and security

In France, any organisation hosting health data on behalf of care providers must be HDS-certified (Hébergeur de Données de Santé), a certification built on ISO 27001 with French requirements and audited by accredited bodies. A SaaS vendor is either certified itself or uses a certified host, and must follow the PGSSI-S national security policy for health information systems.

Any organisation that hosts health data on behalf of care providers in France must be HDS-certified (Hébergeur de Données de Santé), a certification built on ISO 27001 with French requirements, audited by accredited bodies. Cloud providers offer HDS-certified regions; a SaaS vendor is either certified itself or uses a certified host under a compliant contract. See ISO 27001 vs ISO 27799. The PGSSI-S (national security policy for health information systems) adds rules on authentication (CPS cards, Pro Santé Connect), logging and traceability.

Getting an app referenced

An app enters France's Mon espace santé catalogue through referencing by the ANS: a dossier covering the service's purpose, GDPR compliance and hosting, PGSSI-S security, CI-SIS interoperability and INS handling, ethics and accessibility, followed by technical connection tests. Referenced services may then exchange data with the space with the person's consent; unreferenced apps stay separate.

A patient app enters Mon espace santé's catalogue by referencing: a dossier with ANS covering the service's purpose, data protection (GDPR, hosting), security (PGSSI-S), interoperability (CI-SIS, INS), ethics and accessibility, followed by technical connection tests. Referenced services can exchange with the space through its APIs with the person's consent; others remain separate apps. The Mon espace santé store had several dozen referenced services by 2025, from telemonitoring to vaccination and nutrition apps.

The EHDS and cross-border

France connects Mon espace santé to other EU countries through its national contact point for MyHealth@EU, exchanging the patient summary and ePrescription with participating member states. Under the European Health Data Space regulation, the DMP's priority data categories will be served in the European EHR exchange format; until then, data leaves the space through the person's own downloads.

France operates a national contact point for MyHealth@EU and exchanges the patient summary and ePrescription with participating countries; under the EHDS, the DMP's priority categories will be served in the European exchange format. For a record such as Anpheros, French data arrives today through the person's downloads from Mon espace santé and through documents from clinics, kept in FHIR with provenance; a direct exchange would require referencing in the catalogue.

National systems change often. This page describes the situation as published by the operators linked under Sources, last reviewed in October 2026; the operator's documentation is the authority for connection requirements.

Frequently asked questions

Is the DMP the same as Mon espace santé?

The DMP is the shared medical record; Mon espace santé is the broader space that contains it, plus messaging, an agenda, a profile and the app catalogue. Since 2022 the DMP exists only inside Mon espace santé.

Can a non-French app connect?

Only through referencing in the catalogue, which requires meeting ANS's requirements including HDS hosting and INS handling. Otherwise the person can download their documents and bring them to any app.

What is Pro Santé Connect?

The national identity federation for health professionals, using the CPS card or the e-CPS mobile identity. Software connecting to national services authenticates professionals through it.

Which code systems does France use?

CIM-10 (the French ICD-10 edition) for diagnoses, LOINC for lab results, SNOMED CT increasingly for clinical content, CIP and UCD codes for medicines, with ATC alongside; the national terminology server distributes them.
